Mintos Review: Can Hong Kong Residents Invest? Licence, the €20,000 Protection, Loan Defaults, Fees and Withholding Tax

A full review of the Latvian investment platform Mintos: its MiFID II licence from the Bank of Latvia and what investor compensation actually covers, how buybacks on loan Notes work and the current delay cases, every fee, the five gates a Hong Kong resident passes to open an account, the difference between 25.5% and 10% withholding tax, and why the referral bonus applies only to EU/EEA residents.

Best for

Hong Kong investors who already hold a euro IBAN in their own name, understand that lending companies can default and money can be tied up for years, are willing to request a resident certificate from the Inland Revenue Department every year, and invest only money they can afford to lose.

Mintos is a MiFID II investment firm supervised by the Bank of Latvia, offering loans, bonds, ETFs, stocks, real estate and crypto ETPs from as little as €1, with ETFs and stocks held in custody in the investor's name. For a Hong Kong resident, the costs are clear: accounts are approved case by case, some pay a non-refundable €50 review fee, only a passport and SEPA euro transfers from an IBAN in your own name are accepted, Smart Cash is closed, and the referral bonus does not apply. The main risk on loan Notes lies with the lending companies rather than Mintos itself: the €20,000 investor compensation does not cover a lending company failing to buy back, and in October 2026 cases such as Nera Capital remain in recovery. Investing €5,000 for a year at the 10.33% average interest rate, before any defaults, leaves about €445 after tax with a Hong Kong tax residence certificate and about €365 without one. Most Hong Kong investors have no need to open an overseas account for this; it merits a small allocation only for those who already hold a euro account, understand the default risk and are prepared to handle the tax paperwork.

Pros

  • MiFID II investment firm licensed by the Bank of Latvia (Latvijas Banka), licence no. 06.06.08.719/534
  • ETFs and stocks are held in segregated custody accounts in the investor's name, apart from Mintos' own assets
  • Investor compensation of up to €20,000 if Mintos itself fails to return assets, whatever your country of residence
  • A broad range: loan Notes, bonds, ETFs, stocks, real estate and crypto ETPs
  • Low minimums: €1 for ETFs, stocks and the Secondary Market; €50 for loans and bonds on the Primary Market
  • No withdrawal fee; withdrawals to an account that supports SEPA Instant usually arrive in about 30 minutes

Watch-outs

  • Hong Kong residents are approved case by case, and some accounts pay a non-refundable €50 review fee
  • Only a passport and SEPA euro transfers from an IBAN in your own name are accepted; Hong Kong-issued cards are not
  • The referral bonus is limited to EU/EEA residents and does not apply to Hong Kong residents
  • Interest carries 25.5% withholding tax, reduced to 10% only with a Hong Kong tax residence certificate each year
  • When a lending company fails to buy back, overdue funds cannot be sold and may be tied up for years
  • Smart Cash is closed to Hong Kong tax residents, so uninvested euros earn nothing

Company, Licence and Supervision

Mintos is operated by AS Mintos Marketplace (registration no. 40103903643, Skanstes iela 50, Riga, Latvia), which has held an investment firm licence from the Bank of Latvia, Latvijas Banka (no. 06.06.08.719/534), since 17 August 2021 and is regulated under the EU's MiFID II. The licence covers executing orders for clients, dealing on own account, portfolio management, investment advice and placing financial instruments, as well as safekeeping clients' financial instruments; the group also holds an electronic money institution licence (no. 06.12.04.723/535), and its annual reports are audited by KPMG Baltics.

The licence is passported to 29 EU and EEA countries, but Mintos is not licensed in Hong Kong, so for Hong Kong investors it is an overseas platform. As MiFID requires, Mintos first carries out a suitability and appropriateness assessment; the outcome can make some products, such as the Core Loans and Custom Loans portfolios, unavailable, and the assessment may be updated at most twice every 30 days.

Investor Protection: What Is and Is Not Covered

Mintos is a member of Latvia's national investor compensation scheme, established under EU Directive 97/9/EC. If Mintos itself fails to return investors' financial instruments or cash, retail investors are compensated for the outstanding amount up to €20,000, whatever their country of residence. The scheme does not compensate for falls in price, defaults by borrowers, lending companies or issuers, or the absence of a market in which to buy or sell, and it does not apply to legacy loan investments held through assignment agreements.

Uninvested funds are held in safeguarding accounts at banks in the EU and Switzerland or in qualifying money market funds, beyond the reach of Mintos' creditors; they are not bank deposits. ETFs and stocks sit in segregated custody accounts in the investor's name and can be recovered from the custodian even if Mintos runs into financial difficulty. Hong Kong's Investor Compensation Fund covers only defaults by Hong Kong licensed intermediaries in relation to products traded on the Hong Kong exchanges, up to HK$500,000, and does not extend to Mintos.

Products and Minimum Investments

Loans are bought as Notes: a special purpose entity within the Mintos group pools 6 to 20 similar loans into a Set of Notes with its own ISIN, with a minimum of €50 per Set on the Primary Market and €1 on the Secondary Market. Investors can pick Sets individually or invest automatically through Core Loans (management fee 0.39% a year) or Custom Loans (0.29% a year). On 24 October 2026, Mintos' statistics page showed a current average interest rate of 10.33% on the platform's loans; that is an interest rate, not a return after defaults.

Other products include bonds (from €50 on the Primary Market and in the High-Yield Bonds portfolio), real estate Notes (€50), ETFs (from €1 each, or €50 for the Core ETFs portfolio), and stocks and crypto ETPs (both from €1). Mintos charges nothing on ETFs, whose own total expense ratios are typically below 0.25% a year; stocks trade without commission, with a currency conversion when they are priced outside the euro. Smart Cash places money in the BlackRock ICS Euro Liquidity Fund but is open only to tax residents of listed European countries, so Hong Kong tax residents cannot use it.

Loan Defaults, Buybacks and Current Delay Cases

Every Set of Notes now listed on Mintos contains only loans with a buyback obligation: once a loan is more than 60 days late, the lending company must buy it back at nominal value plus accrued interest. When a borrower defaults, investors therefore usually still recover their money, although the timing depends on the lending company's ability to pay; if the lending company itself fails to honour the buyback, investors may not get their money back. Amounts that are not bought back become "overdue", stay with the lending company, cannot be sold and can only be recovered; recovery costs are deducted from recovered amounts but never exceed them.

In October 2026, Mintos was still publishing delayed-payment updates for loans from Nera Capital and IDF Eurasia (Fintech Finance and Biznes Zaim) and for Easy Debt Service bonds. airBaltic filed for reorganisation under Chapter 11 of the US Bankruptcy Code on 14 September 2026, targeting completion around June 2027, and the treatment of its bond has not been confirmed. Separately, Eleving Group may repurchase loans backing its Notes early after a new bond issue; investors receive principal plus interest to the repurchase date, after which the interest stops and the money has to be reinvested.

Mintos rates loan Notes with the Mintos Risk Score from 1.0 to 10.0, where a higher score means lower risk: 7.5 to 10.0 is lower risk, 4.5 to 7.4 mid risk and 1.0 to 4.4 higher risk. The weights are loan portfolio performance 40%, loan servicer efficiency 25%, buyback strength 25% and cooperation structure 10%. The score helps screen lending companies but is no substitute for diversification.

Flow chart: the borrower pays late; after more than 60 days the lending company must buy the loan back at nominal value plus accrued interest; if it does, the investor recovers principal and interest, possibly after a wait; if it does not, the amount becomes overdue, stays with the lending company, cannot be sold and can only be recovered, with recovery costs taken from what is recovered. The Mintos Risk Score runs from 1.0 to 10.0, with 7.5 and above lower risk. The €20,000 investor compensation excludes defaults by borrowers, lending companies or issuers. Still in recovery in October 2026: Nera Capital and IDF Eurasia loans and Easy Debt Service bonds.

Fees and the Cost of Exiting Early

Portfolio management fees are 0.39% a year for Core Loans and legacy loan portfolios, 0.29% for Custom Loans, 0.39% for the High-Yield Bonds portfolio from 1 January 2026 and 0.19% for Smart Cash, deducted automatically from portfolio value. Crypto ETPs cost 0.49% per transaction (minimum €0.99); currency exchange starts at 0.50%; and deposits by payment card, Apple Pay or Google Pay carry a 2% fee. Some individual accounts resident outside the EU/EEA and Switzerland also pay a one-off €50 registration review fee. If there has been no investment, sale, deposit or withdrawal for 360 days and the account holds only loans, a €4.90 inactivity fee is charged on the 1st of each month. Bank transfer deposits, withdrawals, manual bond investments and buying or selling ETFs and stocks carry no Mintos fee.

Notes, bonds and real estate Notes are generally held to maturity. Exiting early is possible only by selling on the Secondary Market, at a fee of 0.85% of the final sale price, and Mintos' risk disclosure states that it promises neither demand on the Secondary Market nor the market's continued availability. In Core Loans, only investments that still meet the portfolio's current criteria can be cashed out (for example, a Set of Notes with late exposure of 20% or less and a Risk Score of at least 3.5), and overdue amounts cannot be sold at all.

Uninvested euros can be withdrawn at any time: withdrawals to an account that supports SEPA Instant usually arrive in about 30 minutes, and others in one to two business days. To close an account, investors submit a request through the Mintos Assistant chat, which Mintos reviews within 5 business days; the balance must be zero before full closure, and meanwhile the account is limited to withdrawals, sales and statements, with no new investments or deposits. Amounts still in recovery keep the account open.

Opening an Account from Hong Kong: What You Can and Cannot Do

Mintos accepts EU/EEA and Swiss citizens and residents aged 18 or over; applicants from other countries, including Hong Kong residents, are considered case by case, and Mintos may ask for proof of address. Some individual accounts whose residence or tax residence is outside the EU/EEA and Switzerland must first pay a one-off, non-refundable €50 review fee, and payment does not mean approval. Each person may hold only one account.

For identity verification, non-EU citizens may use only a passport; residence permits, driving licences and temporary identity documents are not accepted. Deposits are accepted only as SEPA euro transfers, either directly from a bank in the SEPA zone or through a payment service that provides a unique IBAN in your own name (Mintos cites Wise and Revolut); shared or pooled IBANs are refused, and payment cards are accepted only if issued in an EEA country or Switzerland.

Once approved, a Hong Kong resident can invest in loans, bonds, ETFs, stocks, real estate and crypto ETPs, but Smart Cash is closed, so uninvested euros earn no interest, and the referral bonus is limited to EU/EEA residents. UK residents cannot register or invest at all, so readers planning to move to the UK should consider in advance how they would exit.

Five gates for a Hong Kong resident opening a Mintos account: 1, applications are approved case by case, proof of address may be requested, one account per person; 2, some accounts pay a €50 review fee, one-off, non-refundable and with no approval promised; 3, non-EU citizens verify with a passport only; 4, only SEPA euro transfers from an IBAN in your own name, with cards accepted only if issued in the EEA or Switzerland, at 2%; 5, Smart Cash is closed, and Notes interest carries 25.5% withholding tax, or 10% with a Hong Kong tax residence certificate. The referral bonus is EU/EEA-only.

Withholding Tax and the Hong Kong Tax Residence Certificate

Interest on Notes and Fractional Bonds is subject to Latvian withholding tax, at a standard rate of 25.5% for tax residents outside the EU/EEA. The comprehensive double taxation agreement between Hong Kong and Latvia was signed on 13 April 2016 and has applied in Hong Kong from the 2018/19 year of assessment; with a qualifying tax residence certificate, Mintos withholds 10% instead. The certificate must show your full name and tax identification number, confirm your tax residence for the current year, state that it applies to income generated in Latvia, and be issued in English or Latvian.

The Inland Revenue Department issues the Certificate of Resident Status on form IR1314B, applied for through the eTAX Individual Tax Portal or by post, and aims to reply within 21 working days of receiving a complete application; generally only one certificate is issued for each agreement each year, so it must be renewed annually. Tax withheld at a higher rate on interest from the past three years can be reclaimed from the Latvian State Revenue Service (VID) with a separate application for each Note issuer, confirmed by your local tax office. Mintos issues an annual tax statement listing the tax withheld.

Worked Example: After-Tax Return on €5,000 Over One Year

Suppose €5,000 is invested in loan Notes through Core Loans for a year at the 10.33% average interest rate, with no defaults. Interest comes to €516.50 and the management fee to €19.50. Without a tax residence certificate, 25.5% withholding takes €131.71, leaving €365.29, about 7.31% of the principal; with a certificate, 10% withholding takes €51.65, leaving €445.35, about 8.91%. The difference of roughly €80 a year comfortably justifies the effort of applying for the certificate.

These figures exclude defaults, idle cash after early repayments, exchange rate movements and bank transfer charges. The assets are denominated in euros, so their value in Hong Kong dollars moves with the euro exchange rate, which is the currency risk set out in Mintos' risk disclosure. A single lending company that stops paying can tie up part of the principal for years, leaving the actual return well below these figures.

€5,000 in loan Notes for one year at a 10.33% average interest rate, through Core Loans, with no defaults: total interest €516.50. Without a tax residence certificate, withholding tax €131.71 and management fee €19.50 leave €365.29, or 7.31%; with a Hong Kong tax residence certificate, withholding tax €51.65 and management fee €19.50 leave €445.35, or 8.91%. The 10.33% is the current average interest rate, not an expected return.

The Referral Programme and Our Code

Clause 14.3 of the referral programme terms, version 1.20 (21 September 2026), requires the invited investor to be at least 18 and resident in the EU/EEA; a Hong Kong resident receives no bonus even after meeting the investment conditions. An eligible EU/EEA resident who registers through a referral link, completes identity verification, invests at least €1,000 within 30 days and keeps at least €1,000 invested until day 90 after registration receives a fixed €25 bonus plus 1% of the average investment over the first 90 days, with the 1% part capped at €100. Only loans, bonds, ETFs, real estate and crypto ETPs count; Smart Cash does not.

Clause 11 of the terms applies the 1% only to the average investment above €1,000, whereas the Mintos Help Center calculates it on the whole average: on a €5,000 average, the total is €65 under the former and €75 under the latter. The bonus is credited within 7 days after the 90-day holding period ends, with the 1% part processed within 7 working days; the programme cannot be combined with other promotions, and Mintos may change or end it at any time.

Disclosure: N3VOCS is our referral code. The programme page shows that each qualifying investor earns the referrer €50 (€100 in Austria, Germany and Switzerland); because the programme is limited to EU/EEA residents, a Hong Kong resident who registers through our link earns no bonus for either side. If you decide to open an account, please register through the link on this page (code ).

User Reviews

As of 24 October 2026, the Mintos app is rated 3.8 on the German App Store (438 ratings), 3.3 in Spain (152), 4.0 in France (63) and 4.7 in Latvia (68); it is listed on the Hong Kong App Store without ratings and is not available on the UK App Store. On Google Play it is rated 3.5 to 3.8 depending on region, from about 1,860 reviews, with more than 100,000 downloads.

Recurring complaints include money tied up in recovery for years, with buyback obligations failing to protect investors when a lending company collapses; Nera Capital halting payments in 2026; the app crashing on launch on some iPhones after a mid-September update; customer service that routes through an AI assistant before a person is reached; monthly fees charged on inactive loan-only accounts; promotional bonuses not paid as expected; and a crowded interface. Positive reviews focus on the range of products and long-run returns.

Who It Suits and Who Should Pass

It suits Hong Kong residents who already hold a euro IBAN in their own name, accept that money may be tied up for long periods, are willing to apply for a tax residence certificate each year, and diversify with only a small portion of money they can afford to lose; or investors who mainly want low-minimum access to European-listed ETFs and accept the protections of an overseas platform.

It does not suit Hong Kong residents expecting a referral bonus, anyone who needs ready access to their money, those with only Hong Kong bank accounts and Hong Kong-issued cards and no euro IBAN, readers planning to move to the UK, or anyone who regards Mintos as a deposit or a capital-protected product.

FAQ

Can Hong Kong residents open a Mintos account?
They can apply, but Mintos approves applications case by case, and some accounts pay a non-refundable €50 review fee. Identity verification accepts only a passport, and deposits only SEPA euro transfers from an IBAN in your own name.
Can Hong Kong residents receive the referral bonus?
No. Clause 14.3 of the referral terms requires the invited investor to be resident in the EU/EEA, so a Hong Kong resident receives nothing even after meeting the investment conditions.
Who regulates Mintos?
AS Mintos Marketplace is a MiFID II investment firm licensed and supervised by the Bank of Latvia, Latvijas Banka, under licence no. 06.06.08.719/534. It is not licensed in Hong Kong.
What does the €20,000 investor compensation cover?
It applies only if Mintos itself fails to return your financial instruments or cash, up to €20,000. Defaults by borrowers, lending companies or issuers, and falls in price, are not compensated.
How much tax is deducted from interest?
Interest on Notes and Fractional Bonds carries 25.5% withholding tax; with a tax residence certificate from the Inland Revenue Department stating that it applies to income from Latvia, the rate is 10%. The certificate must be renewed each year.
Can I take my money out at any time?
Uninvested euros can be withdrawn free of charge, usually within about 30 minutes via SEPA Instant. Invested loans and bonds must be held to maturity or sold on the Secondary Market for a 0.85% fee, and Mintos does not promise a buyer.
How do I fund a Mintos account?
Mintos accepts only SEPA euro transfers from a unique IBAN in your own name, such as a bank account in the SEPA zone or a payment service that provides a personal IBAN. Hong Kong dollar bank accounts and Hong Kong-issued cards cannot fund it directly.
